remove base frame from the public pages

Is your feature request related to a problem? Please describe.
a frame reproduces the title of the nc instance at the bottom of the Collectives public pages
it covers the text, it present the title a second time
it can't be hidden

Describe the solution you'd like
remove the frame
add the full nc instance title in the top menu bar
on public pages

Describe alternatives you've considered
it wouldn't be a solution to transform this frame into a fix frame at the bottom of the page

Additional context
can't remove recent pages and 'landing page' from the public and intern pages
