Users not able to specify "always quote" or "never quote" in Delimited Text properties #2336

Currently, quotes are only wrapped around columns if they contain meta characters like the column delimiter, etc. But there's no way for a user to specify that columns should always be quote-escaped, regardless of whether they contain those characters.

So the obvious workaround idea is to direct the serializer to never quote-escape the columns (by removing the quote character property), and instead manually doing the quoting on all the columns in the transformer. However, this won't work either, because when the quote character is omitted, the serializer actually defaults to a double quote character (") behind the scenes anyway. This is more apparent though in 3.0, where currently the user is unable to enter in a blank quote character.

However, this should be changed so that users have the flexibility to build CSV files where all (or none) of the columns have been quote-escaped.
