Proposed changes
Added a release branch workflow.
This will create a draft release in github, update the changelog and build the signed packages.
This new workflow can also be manually run when you want to release the packages. This will publish the github release, publish the packages to up-ap.nginx.com and create a PR back into main so that the changelog is kept up to date.
