Avoid excessive calls to OscilloscopeWindow::RefreshAllDecoders() when loading save files

Currently we call OscilloscopeWindow::OnHistoryUpdated() after loading each waveform, which refreshes all protocol decodes. In multi-scope save files this leads to redundant refreshes.
