[Wi-Fi] Hardcoded Wi-Fi Credentials

Use hard-coded Wi-Fi credentials in addition to the captive portal.

On boot, look for credentials saved using the captive portal. If not found, use hardcoded credentials, if found. If not found or fail to connect, start captive portal.
