DidPan: don't response when gestureRecognizerShouldBegin: return YES #812

First, the gesture is UIPanGestureRecongnizer
Then, gestureRecognizerShouldBegin: return YES.
But, the DidPan: is not responding

Happened on 4s iOS 9.3.x, and 5 10.3.1.

Normal on other devices.
