SNMP client plugin

With this new plugin, it is possible to grab a limited number of stats on a SNMP server.

Have a look on this short code: https://github.com/nicolargo/pythonarena/blob/master/pysnmp/snmpclient.py

A configuration file with the correspondence SNMP OID / Glances stats should be provided.

utilisation: You can find the CPU utilization of windows system by querying the oid .1.3.6.1.2.1.25.3.3.1.2 (walk thrugh). Give also the number of core (number of element in the table)

Support for others OS is postpone in future relased.
