os.joinPath removes the leading backslash from UNC paths (regression) #10952

os.joinPath does not work correctly with UNC paths on Windows anymore (regression caused by 5b39c7a).

Example

echo r"\\hostname\foo\bar" / "baz"
echo r"\\?\C:\foo" / "bar"

Current Output

\hostname\foo\bar\baz
\?\C:\foo\bar

Expected Output

\\hostname\foo\bar\baz
\\?\C:\foo\bar

Additional Information
