Regression: parameter default value + typedesc parameter causes compiler crash #11660

The following crashes the compiler. This works fine in 0.19.6

func test(T: typedesc; arg: T = 0) = discard
test(int)

Both test[T](arg: T = 0) and test[T](_: typedesc[T]; arg: T = 0) still work, as does passing a parameter explicitly.
