`os.tailDir` fails on some paths #8395

ospaths: tailDir("/usr/local/bin") should be "usr/local/bin" instead of "local/bin" (because of /) => fixed

EDIT:
other failures:

# these fail
doAssert tailDir("//usr//local//bin//") == "usr//local//bin//"
doAssert tailDir("usr//local//bin//") ==  "local/bin//"

EDIT:
I will fix these after #10545
