Set up Driver Failure Reports on Windows Hardware Dashboard #1669

The Windows Hardware Dashboard used to give us worldwide Npcap crash reports from Windows telemetry data, which was extremely useful for discovering if there were any rare crashes out in the wild that we could address. We fixed a ton of obscure bugs from this, and of course if we saw a wave of crash reports after a new release we knew there was a big problem we should address ASAP, and possibly revoke the release in the meantime. But Microsoft changed the dashboard so it no longer works the way it did. However, it looks like the information may still be available as an API thing as documented here: https://docs.microsoft.com/en-us/windows-hardware/drivers/dashboard/schedule-custom-reports-for-driver-failure-details

Anyway, we should figure out how the information is now available and the best way to access it and set that up, if possible.
