Trying to install npcap 0.9983 on Windows 10.

C:\Program Files\Npcap>NPFInstall.exe -u
Npcap LWF driver has failed to be uninstalled.

Note: installing nmap with KM-TEST loopback fails too, setupapi.dev.log says:
