Npcap 0.99 BSOD in BIOCSETOID for OID_GEN_CURRENT_LOOKAHEAD

Reported via Microsoft Hardware developer portal crash telemetry.

Npcap crashes in NPF_IoControl when it calls NdisFOidRequest. I asked about this over at MSDN forums: "How to diagnose NULL dereference BSOD in NdisFOidRequest?"

I will be pushing a change to set the RequestHandle of the _NDIS_OID_REQUEST object in each place where this function is called. Since we don't have a solid reproduction test case, we'll have to wait and see if it shows up in telemetry for future releases to know if it is closed.
