BCL time zones don't include all transitions

I've only just found that the Noda Time representation of the 
"GMT Standard Time" time zone (which actually means Europe/London, *not* GMT, 
confusingly enough) appears to be broken - it thinks there are no transitions.

I've got a failing test, and I'm investigating.
