Reopening this. By "stopped apps" we mean apps in the stop state. On a platform like Heroku apps are always on. At Nodejitsu you can stop them:

  $ cd /your-app
  $ jitsu apps stop

...and by "free for everyone, always" you mean that people aren't going to be charged for a bunch of non-running apps.
