doc: add documentation for test common module

Alphabetized list of methods and properties for the common.js module.
Add table of contents to the top of the readme.

## Common module API

The common.js module is used by tests for consistency across repeated
tasks. It has a number of helpful functions and properties to help with
writing tests.
