Scrollbar thumb gets centered relative to cursor when dragging #3008

What's wrong

When performing dragging action by means of dragging scroll-thumb, the scroll thumb gets centered around the mouse position. This is not a correct behaviour, and results in content "jumping" to new position which makes my Product Owner unhappy.
