Explain the changes

  1. Will check if we have any pool/tier/policy before checking if we have the specific pool/tier/policy in the system

Issues: Fixed #xxx / Gap #xxx

  1. Fixed bucket_api.create_bucket fails to create bucket either nsfs/normal type noobaa-operator#673
