Remove Redshift compatibility connection string parameter #2463

Now that we've dropped support for the ssl_renegotiation_limit PostgreSQL parameter, there shouldn't be any further need for the Redshift compatibility mode in the connection string. It should be possible to detect Redshift when first connecting (via the version string or some other connection string parameter). See discussion in #2389.

On the other hand we may just leave it a no-op to avoid breaking users etc.
