Add -l (local) option #2891

Given that windows installs to a "global" location that isn't really global, it would be nice to have the option to force packages marked as global install (less for example) to install to the local node_modules directory.

Alternatively, using "%ALLUSERSPROFILE%\node_modules" as the global path in windows would be preferred over a per-user path.

The biggest reason for the -l is so that you can build your binary modules, and deploy them to a server (windows) that doesn't have a build environment.

As of 1.0 npm installs locally by default.
