Update the documentation to indicate package redirection is removed #3248

According to the docs [1] its possible to set package redirection, but when I tried that I got "Package redirection has been removed. Please update your publish scripts". It should probably be removed from the documentation too.

Should I remove that section completely, or leave some text saying that its not possible?

Probably remove completely, but @isaacs might think differently?

I think leaving the header for historical purposes and saying it no longer works is a good idea, in case anyone out there on the internet links to it.

The counter to that, @st-luke, is that someone seeing it in the docs will decide that it should be reintroduced. :)

I'm pretty indifferent on this overall. If there's a convention then we should stick to it but otherwise we're kinda bikeshedding
