Appears to hang when `DEPTH_ZERO_SELF_SIGNED_CERT` is the cause. #4369

I'm using a private lazy mirror with a self signed cert, but the install appears to hang. I set npm's loglevel to info to identify the cause, but I would have expected an error to be thrown here instead of delayed retries.

Easily remedied with npm set strict-ssl false, but had me going for a bit.

-> % npm i foo
npm info it worked if it ends with ok
npm info using npm@1.3.21
npm info using node@v0.10.24
npm info trying registry request attempt 1 at 23:22:57
npm http GET https://localhost:443/foo
npm info retry will retry, error on last attempt: Error: DEPTH_ZERO_SELF_SIGNED_CERT

npm makes 3 attempts, and an error will be shown after the last one. You just didn't wait long enough. :)

PS: yes, it might be worth it to retry after a certain errors, but fail in the general case
