You can clone with
HTTPS or Subversion.
When you call npm without any arguments, it should drop into a repl where you can issue commands just like you would to the cli, and maybe also have some facilities to inspect things, etc.

If you feel like doing this, lemme kno.
Basically, the cli.js and npm.js both need a massive cleanup (they're a mess), and then just expose the repl such that you can do install whatever and have it work just like if you did that on the cli. Maybe instead of doing cli flags like --foo bar, you could use the repl context as the cli config object, so you could do registry = whatever in the repl, and it'd be just like passing it in as a config option.
