The npmrc documentation states:

path/to/npm/itself/npmrc... is an unchangeable "builtin" configuration file that npm keeps consistent across updates. Set fields in here using the ./configure script that comes with npm. This is primarily for distribution maintainers to override default configs in a standard and consistent manner.

Unfortunately, this command is not available script doesn't run on Windows, so I am unable to set any values in this file using NPM's commands. I'll have to write my own code to get this file updated.

./configure is not a command, it's a bash script. You can find it wherever you have npm installed (C:\Program Files\nodejs\node_modules\npm or C:\Users\kenan\AppData\Roaming\npm\node_modules\npm on my Windows machine).

I can't run bash scripts on Windows. I need to modify the built-in NPM config file. The docs say the way to do this is via ./configure. Please create an equivalent script/command for Windows.

You can just edit the npmrc file directly.

Please create an equivalent script/command for Windows.

I'm sure npm would consider a PR.

This issue is superseded by #5753, and will be handled there (eventually).
