This is a backport of #10763, for 1.14.3 in case we want it there.

I plan on branching 1.15 this month, so likely there will not be a 1.14.3. Distros running with older numpy versions might like it, though. Would you be interested in making that release?

@charris, sorry I disappeared, I'm pretty busy now for the next few weeks.

I am interested in making a release at some point though. Is the guide (here) more or less accurate? How long would you say it takes you to organize the release? (It will probably take me a bit longer the first time)
