I'm quite sure this is because numpy (and scipy and matplotlib, scikit-learn, and qutip...) do not use PEP 440 development version naming, and TravisCI uses the newly released pip which backwards-incompatibly treats non-PEP440 versions as older than any PEP440 version (e.g. non-development versions of numpy). The wheel is a development version, so basically TravisCI thinks it is old.
