Yes, just a mistake. I was using that license for a brief period back then and it got missed coming into NUnit 3.

Spotted today that for some reason, this file has a different licence header to all other files in the project.
I assume this is just a mistake, I don't think there's anything particular about it. @CharliePoole @rprouse - as your names are on the copyright, could one of you confirm and merge?
