Block quotes not reported in IE

With NVDA, using any version, pressing Q/shift-q does not announce entering and exiting block quotes, regardless if checkbox is checked in the document formatting dialog. This most likely happens with IE9 too, however can't remember if so.

Applies to all versions.

Mick, does it make sense for NVDAObjects to have ROLE_BLOCKQUOTE or should we have a separate map only for buffers? (The current node name map is in NVDAObjects.) I guess it doesn't really matter, but ROLE_BLOCKQUOTE has never been used outside of buffers before.
