Pass key through gets stuck if a key is held down

Str:

1. Press NVDA+f2 to pass key through.
2. Press any key and hold it down for at least a second.
3. Release the key.
4. Press NVDA+f12 to have NVDA read the date/time.
   Actual: NVDA does not recognise the command in step 4 or any future commands. Pass key through stays enabled until NVDA is restarted.
   Expected: Pass key through should stop when the key is released (step 3).
