NVDA should allow selecting an object completely with NVDA+F9 and NVDA+F10

Stepps to reproduce:

• Go to the menu bar of Firefox or an other Programm.
• Try to sellect the Item "file"

actuall results:
If you want to sellect the last letter e, NVDA cannot sellect it.

Wanted result:
NVDA should be able to sellect this last letter.

You can try this example with any other Project.
