Review always jumps to focus when returning to browse mode document #4369

1. Open
2. Press control+home. Ensure that the NV Access link is focused.
3. Press h to move to the first heading.
4. Ensure you're in document review.
5. Alt+tab out and back in.
6. Press NVDA+upArrow.

  • Result (correct): The heading.
    1. Press numpad8.
  • Expected: The heading.
  • Actual: The link.

Ensure that the review cursor is set to the caret's position when focus moves inside of a treeInterceptor rather than moving to the focused object. Re #4369.

Also ensure that the review mode is correctly set to document if the navigator object ever goes inside a working TreeIntercetor, whether or not the navigator object moved due to focus.
