Would be great if it was possible to disable the devtools button/devtools reload button through the manifest file.

    "devtools": false
  }

Technically this is possibly now by doing

  "window": {
    "toolbar": true
  }

This gets rid of the entire toolbar. Not sure if you want to keep the toolbar.

would just disable the devtools but maintain the toolbar.

What's the motivation for hiding the devtools button in the toolbar? The toolbar is for developers and shouldn't be enabled in your applications.

The reason was to be able to use the main url bar as a navigation tool for making a self-contained browser. But since the new updates added with the possibility to disabled iframe-security it's smarter to build the whole browser within the application and not rely on the default url bar. So closing this one as it's no longer a wish.
