Queue-scripts not called for failed URLs if set in category #171

When an URL fetching fails the queue-scripts are executed with event URL_DOWNLOADED. This happens for queue-scripts set in global option QueueScript. Scripts set per category via CategoryX.PostScript are not called in this case. This is because the scripts are not assigned to nzb yet (there is no nzb yet).

To fix: the scripts set in category PostScript must be called even though the post-processing parameters are not assigned yet.
