Crash during reload/shutdown on Windows #549

On certain Windows systems crash may happen during program reload or shutdown.

This occurs when connections from web-browser to nzbget web-server are not properly terminated. This seems to depend on browser and Windows version/build. I was able to reproduce the issue on Windows 10 with MS Edge. Firefox on the same system works fine.
