As for the HTTP spec (http://www.w3.org/Protocols/rfc2616/rfc2616-sec10.html#sec10.3.5 and http://code.google.com/p/gears/wiki/ResumableHttpRequestsProposal), they are informative, and the 'Location' content (if any) is meant to be used by the programmer (in the case of a 308, to upload another chunk of data).

Right now any 3xx response triggers redirection, so the user cannot handle correctly the response.
