Permissions page does not display permissions

Describe the bug
The permissions page does not display permission names. The checkboxes appear, but do not change any permissions, and instead produce the error "Problem deleting undefined from ADMIN"

To Reproduce
Steps to reproduce the behavior:

1. Log in as an admin
2. Go to ADMIN > Permissions

Expected behavior
The permissions page should display the permission names and the checkboxes should toggle permisisons for the selected role.

Additional context
Potentially due to addition of skill categories or changes to structure of permissions

Potential fixes:

• Change the way the Permission enum is serialized to JSON
  • The enum can be modified with the annotation @JsonFormat(shape = JsonFormat.Shape.OBJECT)
  • Would have to modify the selectors or the services to account for the data structure change
• Create a DTO specifically for including description and category with the permission
  • Could potentially lead to inconsistent behavior due to different data structures coming from the server
