Node 14 went EOL in April, 2023. Let's update our GitHub actions to leverage the latest LTS.

Node 20, with 18 as a fallback if needed.

Describe alternatives you've considered
Dev machines have been nudged forward to the LTS in advance in #2241. We still support Node 18 as we do not define engines in our package manifest, and support may still extend back to v16—however it's best we use the latest LTS if possible.
