Birth as process boundary #1204

Analagously to death as a process boundry, we need birth as a process boundry. Rather than defining birth as the process boundry of life, we propose defining it as the process boundry of a neonate stage (UBERON_0007221).

"A process boundary that occupies the earliest instant occupied by a neonate stage."
