What does this PR do?

Try to fix CI

  • relax proj4 version on appveyor (see #2442)
  • bump numpy in Travis min.dep. build from 1.7.2 to 1.8.2 (somehow 1.7.2 doesnt work in the build anymore) didn't work because the other pinned min deps don't work with 1.8.2. So leave it with a broken build for now
