Meter: Deprecate hx.Meter and hx.meter

## Context
Meter is a bit of a specialised component - probably too specialised to be in hexagon

## Expected Behavior
Log a warning to the console when `hx.Meter` or `hx.meter` is used

## How to Fix
- [x] Add a `hx.deprecatedWarning` call to `hx.Meter`
- [x] Update the docs to indicate that this will be removed in 2.0.0
