Bug description

toplevellib.cma contains utils/config.cmo which contains useful information for OCaml based installers. If utils/config.cmi is installed as well then it would be possible to access this information.

Additional information

This allows, for example, extlib's installer to detect the correct extension for native code files (.o or .obj) without having to grep the output of ocamlc -config

Upcoming release 4.00 installs a big chunk of compiler internal files in ocamlc -where /compiler-libs. You should find everything you need there.
