License the collection of the metadata in that repository under CC0 #955

In order to clarify the licensing scheme of the metadata stored in this repository, I propose to use CC0 which is the legal thing the closest to public domain which is recognized in most countries (public domain is not legal in France, apparently).

So if you have contributed to this repository and if you are happy to license your work under CC0, please comment on this issue to say so. If you are not happy, please comment as well to say why.

Thomas, very nice point, asking people to clarify that this goes under CC0
is really important.

There is another point, anyway: the collection of the metadata in
opam-repository is technically a Database, which is subject to a "sui
generis" right in Europe, preventing unauthorised copy (so, in principle,
even the simple act of cloning opam-repository is a violation).
To solve this issue, it would be very nice that OcamlPro clearly states the
licence covering the collection of the metadata contained in
opam-repository.

One could also use CC0 for opam-repositoery, evne if some could suggest to
use the http://opendatacommons.org/licenses/odbl/ which is specific to
databases, even if kind of overkill (it also has a "share-alike" proviso).

This is an important point to make so that OcamlPro is fully aware of
it. However, CC0 explicitely waives database rights as well as copyright
(article 1, point vi). So I think OcamlPro does not need to do anything
more than put a LICENSE file specifying that CC0 covers everthing is
this repository. Being even more explicit cannot hurt, though.

Quick summary of what we are missing:

  • @garth has added a 1-character patch (130dccd)
  • @psnively has added 3 1-line patches (1dc1170, bbcae97 and c1e0ab5)
  • I cannot join @vmonfort but I think it's not a problem as he has done its contributions (one javalib and sawja) while he was working at INRIA so I think it's fine

I think we are ready to do the move, now!
