Add additional RAT exclusions to support Linux Foundation build scripts #356

The linux foundation build scripts for master, daily both use
m2repo
m2repo.backup
as their m2 cache.

This causes Egeria build to fail with rat errors

the build scripts are used by many projects, so awkward to change

Therefore adding exclusion to our rat license check

Tested by creating m2repo & m2repo.backup directories with a few files
Then did mvn clean install
All ok
