CAS dive bombers will currently always use the bombs on the first target, regardless of what is it. As it's pinpoint accurate (it needs to be for tanks), this is pretty harsh on infantry.

This is also quite common. CAS supports are usually only called against armed vehicles, but in no-heli modsets every attack helicopter is replaced by a CAS support with no target, and then it'll likely be used for the next support call, even if it's infantry.

Easiest fix is probably to skip the dive bomb run if the first target is infantry, but currently it can't toggle between the modes (dive bomb run is always first) so this isn't ideal.
