Im sorry if this is a stupid quesiton, I had a site which was a previous dev version, and I imported the db and need to set that to True to allow the core to be updated in my db. I checked out the settings.php in mysite/settings.php and its not in there... thanks...

Ok Im real stupid it never moved.
