User and password views are all missing #17

Yes, everything to do with the UserController has no view. This is important, as these are needed to manage passwords and so on.

There are complexities here relating to LDAP authentication. Changing passwords ought to be possible on built-in users, but not on LDAP users. That is a level which does not need to be addressed right now. For the moment, we should just remove access to the controller and bump to a future release.

This addresses #13 and #17. There are a few minor issues that remain,
mainly the broken jquery multiselect, which is currently removed from
the front end, largely because it looks bad. Most front end components
are updated. This will form a good basis for the next deployment,
especially as it allows users and passwords to be set from the GUI.
