FI-98: Add issue and PR templates to the repo #286

This PR adds 3 templates to the repository, through the use of the .github/ hidden folder:

  • ISSUE_TEMPLATE/bug_report.md: A template for external users to report suspected bugs through the Inferno "Issues" tab. Selectable by the user if they want to report a bug.
  • ISSUE_TEMPLATE/feature_request.md: A template for external users to request features in Inferno through the "Issues" tab. Selectable by the user if they want to request a feature.
  • PULL_REQUEST_TEMPLATE/default_pr_template.md: A Pull Request Checklist, to be filled out by the submitters and both reviewers on every Inferno PR.

Looks like a good start to me! Let's give it a shot. I figure this is fine to go directly into master, instead of waiting a month, because this is about GitHub configuration and not the application itself.
