Enable building dev installers from local repos.

    jonforums committed
While there are variations upon this theme, the canonical example
of building a dev installer from a local repo is:

      rake ruby19 local=C:\repos\ruby
      rake ruby19:package local=C:\repos\ruby release=dev

Use basic-bsdtar instead of 7zip extraction.

Update 1.9.2 config and use RubyGems GitHub repo.

    jonforums committed
Build ruby19 from ruby-1.9.2-rc2 rather than rc1 and use the RubyGems
repo at http://github.com/rubygems/rubygems.git instead of the repo at
    http://rubygems.rubyforge.org/svn/trunk Implement the corresponding
changes in the rubygems recipe to use git rather than svn.
