Random random states that it returns

a pseudo-random number between INT_MIN and INT_MAX, generated using the C functions srand/rand

and also rand is described as a

C stdlib function to generate a random integer between INT_MIN and INT_MAX

but stdlib.h says

Return a random integer between 0 and RAND_MAX inclusive.
