Small change to enable FlagEvaluationOptions to be used during flag evaluations. Currently the constructor and params were internal APIs so custom options couldn't be passed in.

I am not sure about the frozen attribute, as the Options are something that we might want to actually evolve in the future. But no strong opinion here, since I am not familiar with this attributed anyway.
Note: there is a linter warning suggesting to move the attribute

Overall, nothing blocking on my side
